City officials are calling it a victory despite the $200,000 price tag for legal fees. "It's a culmination of a long, drawn-out process," said City Manager Fred Latham. The owner of Spicy Gentlemen's Club, 12215 E. Slauson Ave., decided not to pursue an appeal of an appellate court's decision blocking him from conducting adult entertainment - nude and lap dancing. The injunction said the club violated city code by operating in a manufacturing zone and was a public nuisance. "Edwin Kwong was aware of the deadline but decided not to further pursue the case," his attorney, Roger Jon Diamond, said Thursday. Kwong had until Feb. 17 to file an appeal to the California State Supreme Court of the lower court's decision. An injunction issued last year by Los Angeles Superior Court Judge Michael C. Solner ordered Kwong to stop nude and lap dancing. Last April the appellate court denied Diamond's request to stay the injunction until it ruled on the appeal. "We are very happy that the injunction will hold," Latham said. He said the ruling backs the city's right to say where certain establishments are allowed to conduct business. "It is not the club owner's right to set zoning laws, but the city's right," Latham said. Diamond maintained throughout the legal battle that the city's zoning regulations are unconstitutional because they do not realistically provide for adult businesses. "It was never about not allowing adult entertainment in the city," Latham said. The Holiday strip club has operated on Norwalk Boulevard, which is zoned for adult entertainment, since the mid-1980s. Spicy opened in July 2006. The basis for Diamond's appeal was that the city misrepresented itself, saying there is plenty of space available in the correct zone. Deborah Fox, attorney for the city, said her client provided well-documented evidence of at least 18 places the club could legally do business. Diamond is not sure of his client's plans for the business. However, he did say the city would be better served to let Spicy operate in the industrial area. "The way the zoning is now, an adult entertainment club could be placed next to an ice cream parlor or bicycle shop," Diamond said. "The zoning doesn't make sense." It is even worse when the establishment is nonalcoholic and you are forced to pay $8 for a bottle of Snapple/Coke/Pepsi. You then set down and the DJ hounds everyone who is not bellied up to the stage to quit being such a cheap fuck and get up there and tuck some bucks to the ladies. Every five minutes an unattractive waitress picks up your drink to ensure that it isn't empty and if it is she will try to force you buy another $8 can of soda. In-between sets you will have a barrage of strippers using mindfucking techniques that are usually reserved to timeshare salesmen and pyramid scam recruiters in order to get you to get a $20 table dance with them. They may try to drag you to a VIP room where you are forced to buy the stripper a $8 drink just to milk more money out of you. If it is slow, a stripper might set by you and talk to you and eventually insist you do a round of shots with her of which you of course have to pay for all of the $8 shots. When it is all said and done, you leave the establishment piss broke, sober, and with a teased cock with blue balls. That is the day an injunction, issued last month by Los Angeles Superior Court Judge Michael C. Solner, ordering owner Edwin Kwong to stop nude and lap dancing, goes into effect. "We're fighting to keep Spicy's open," said Roger Jon Diamond, the attorney for Kwong. Spicy's attempt to continue offering adult dancing was dealt a blow April 3 when an appellate court denied Diamond's request to stay the injunction until it ruled on the appeal. He filed April 8 with the state Supreme Court to block enforcement of the injunction until the court of appeals made a decision. "They are still allowed to be open for lunch and dinner," said Paul Ashworth, city director of planning and development. "They do not have an alcohol license." Diamond did not know if his client would open the club to serve meals. "Under the city's ordinance, we are allowed to conduct a restaurant and have entertainment," Diamond said. The argument is over the type of entertainment. "Their license is to operate a restaurant with entertainment, but not adult entertainment," Ashworth said. Slauson Ave. The city maintains the club is operating in a manufacturing zone in violation of the city code. Earlier this month, Solner issued a preliminary injunction ordering the club to stop offering adult entertainment from 2 a.m. on July 4. But the 2nd District Court of Appeal issued a stay on July 3, blocking the preliminary injunction and allowing nude dancing and lap dancing to continue pending the outcome of the trial. The trial is being held to determine whether a permanent injunction should be issued against the establishment. The videotape was narrated in court by Sheriff's Detective Gary Furuyama, who said he investigates vice crimes and went to the club on April 10 with two fellow detectives at the request of the city and the Whittier Police Department, which patrols Santa Fe Springs. Furuyama, who did not say exactly where the hidden camera was placed on his body, testified he was approached by a bleach-blond dancer named Hennessy shortly after she left the stage. The woman groped him and offered him a lap dance for $40, which he accepted, he said. Furuyama said the dancer escorted him to a set of cubicles in the back of the building, where he sat on down on a bench-like seat and she took her seat on a stool. A. Yes, the smart way is to wait for the DJ to announce the 2-4-1's and you can ask the girl to start with a $30 2-4-1 topless. During the specials you can string 2,3, sometimes 4 straight 2-4-1's if you want and/or upgrade to nude. The DJ will announce when the specials start and when they end. Note: there are very few other clubs that grant access to a vip room for a lower price than ISP. $30 gets you into a vip room for 2 topless dances which is a cost effective way to sample different girls and play with their titties and kitty. Compare that to their sister club Imperial Anaheim that costs a minimun $50 for 5 bikini dances. Q. How long does each song last at ISP ? A. Even on the specials each song will last approx 2.5 minutes but the DJ might talk during the last 10 seconds but the girls keep dancing. At Spicy the "specials" songs get cut to less than a minute. It is money that you work hard to earn. IMO, Spicy is not worth your time, money, effort, and safety. Granted, I only visited the place once but it left a real sour taste in my mouth. The songs were short, prices for the vip and fantasy rooms were high for the little time you would be back there. There were some pretty hot girls there but they wouldn't let you sit and relax for a moment. They were all trying to get me to the back to get a dance and almost dragging me back there. As for the diversity in the girls, there was quite a few girls that night but only 2 caucasian girls, 2 black girls, 1 asian girl and the rest were latinas. I was cool with that because most of the hot ones there were latinas. Like I said, I didn't like it at first because of all the girls dragging me to the back but once I went to sit in the booth instead of the chairs in the middle, they all seemed to calm down. They would come, sit and talk and you could hear them because the walls of the booth helped drown out the music. They were still dragging guys who were sitting in the chairs in the middle of the room to the back but not those sitting in the booths. So if you are looking to go chill and maybe get a few dances, sit in the booths. If you are going for just a couple of quick dances, sit in the middle of the room. Every dancer will ask you if you want a dance. Also, a dancer told me that every nude dance is a 2-4-1. When I was leaving, I didn't see any gang members or anything. Also watch out for a dancer walking around with a towel or a blanket because if you get her for a dance, she air dances and she puts the towel on your lap for in case she happens to grind on you. My friend got a dance from her and that is what he told me she does. Also there were two hot girls that had blond streaks in their hair and look the same, the just talk to you throughout your lapdance and keep trying to get you to get a vip dance. To me, that killed the dances. I wasn't that impressed with the club but I would go back now that I have been in there and know where to sit and who to get dances from. I can rag on ISP too for not having dancer diversity but I have to give that club credit they have a decent vip room lap dance price system when it comes to their multiple and consecutive 2-4-1's. I've been there 3 times and each song is close to 2.5 minutes give or take a few seconds. When getting back to back 2-4-1's sometimes the 1 minute break song was an added bonus. Maybe club Spicy will get their act together if Tune_boy is correct that their Attorney wins and if the beefs up it's security to discourage the Gangs lottering around. At least at ISP they seem to have lottering under control. The reason could a fluke but on all three times I've been there I saw eith Hwy Patrol or Sheriff depuites stopping in at the 7-11 or donut shop located in the same strip mall.
