[Snapshot]-->I heard that Capt. Creams got raided a couple of weeks ago by ABC???
Who are they? What does ABC stand for? What Police agency(s) are involved?
[Z Bone]--> ABC is the Alcohol and Beverage Commission (I think) and is the goverment arm that hands out liquor licenses to bars and restaurants as well as oversee strip clubs that serve alcohol (bikini or topless). The ABC rules are more strict than the rules for nude clubs in most cities in California. Currently, there are no specific laws pertaining to what is permitted in nude clubs except the existing laws regarding prostitution, lewd conduct, etc.
Normally, if the ABC is doing normal inspection, a inspector will come and examine the bar, cleaning facilities, etc. Usually, they will look for minors being served or drunk people who are being overserved. In the later case, the bar tender, waitress AND customers are all given tickets ($500 for waitress) and the bar will have a "strike" on its permit. Just a fly in a bottle of alcohol would constitute a voilation and the bar might have to pay a fine and/or be dry.
For strip clubs, undercover ABC vice cops will come in (plain clothes) and observe the stage show for illegal acts, get chair or table dances, touch the dancers and after getting what they consider to be a violation, will exit and return with uniformed LAPD cops (usually a LOT of them). The undercover ABC vice cops will point out the dancers in question and the LAPD cops will make the arrests. In very unusual situations, customers can also be arrested and booked.
